Last Push Needed on 2008 Medicare Payment Update
When Congress reconvenes on December 4, the Senate Finance Committee will review and vote on a Medicare bill, which Congress is likely to pass by mid-December. The bill should include the long-awaited doctor payment fix and an extension of the therapy cap exceptions process. Please tell Congress not to finance these Medicare changes by withdrawing the 2008 payment update nursing homes and home health agencies received on Oct. 1. We urge Congress to extend for two years the five percent payment add-on for rural home health services and to allow the continued coverage of adult day health services under the Medicaid state option plans in California, Texas, New York, New Jersey, New Hampshire, Maryland, Massachusetts and Washington. We also are pushing for continued inclusion of home- and community-based services within Medicaid spousal impoverishment protections in New York, North Carolina, Michigan, Kentucky and Virginia. Give CMS Your Views on Proposed Modification to Nurse-Aide Training Lock-Out
You have the opportunity to comment on the rule proposed by the Centers for Medicare and Medicaid Services (CMS) to waive the nurse-aide training lock-out in certain cases. The rule would carry out provisions of the Medicare Modernization Act which allow a waiver of the two-year ban on nurse aide training for nursing facilities assessed a civil money penalty of at least $5000 for noncompliance that is not related to quality of care. The proposed rule also would require states to establish a procedure enabling nursing assistants to petition to have a single finding of neglect removed from the Nurse Aide Registry if the State determines that the individual's employment and personal history does not reflect a pattern of abusive behavior or neglect, and the original finding of neglect was a single occurrence. Showcase Your Affordable Housing Design and Residents
Affordable housing providers have the opportunity to have their facilities' designs and residents featured on a new website being created by the Center for Housing Policy, of which we are a member. The Center is seeking images of affordable housing and residents to illustrate the site www.HousingPolicy.org which will be an on-line guide to state and local housing policies. The dictionary defines aging in place as, "the process of growing older while living in one's own residence, instead of having to move to a new home or community."
