Push for Section 202 Bill Co-Sponsors is Underway
AAHSA's housing staff has been meeting with your legislators and urging them to co-sponsor HR 2930,
the Section 202 Supportive Housing for the Elderly Act of 2007. This bill, sponsored by
Congressman Tim Mahoney (D-Fla.), would streamline the development, preservation and
refinancing processes for this program. Now, we need your help to find co-sponsors for it.

Senate Funds Section 202 at Last Year's Level , Requests Section 8 Reports
Like the House Appropriations Committee, the Senate Appropriations Committee recently recommended level
funding for Section 202 and 811 in the 2008 fiscal year (FY 08), while offering slight increases to the overall U.S.
Department of Housing and Urban Development (HUD) budget. Now that both the House and Senate recommended the same funding,
the only chance we have of an increase comes with action on the floor. We are meeting with legislators and discussing the
possibility of a floor amendment with them.The House bill provides $604 million for capital advances and PRAC amounts,
and $44.5 million for renewals, $59.4 million for service coordinators, $24.75 million for assisted living conversions and $20
million for predevelopment grants. For the first time, the report language accompanying the bill states that the ALCP
dollars shouls be used for conversions, emergency capital repairs and substantial capital repairs and suggests that section 202
mixed finance projects be processed by tax credit allocating agencies rather than HUD.
Also, Senator Kit Bond (R-Mo.), ranking member of the Transportation and Infrastructure Committee,
voiced concern at the subcommittee hearing about HUD's estimations for the Section 8 funds needed in FY08.
The full committee adopted an amendment to the budget that would require HUD to provide quarterly reports on the Section

AAHSA Member to Testify Before Senate Committee on Elder Abuse Prevention
On Wed., July 18, Daniel Reingold, president and CEO of The Hebrew Home for the
Aged at Riverdale, will testify before the Senate Special Committee on
Aging at a hearing entitled, "Abuse of Elders: How We Can Stop It."
Reingold will discuss his organization's innovative elder abuse shelter
program that has benefited numerous elders from across New York City.
He will also share how policies like the Elder Justice Act could help more
organizations provide the services and support needed to stop elder abuse in its tracks.

Housing Subsidy Payments Continue to be a Problem: AAHSA is Here to Help
We have learned that HUD is working on a communication to project administrators and
others about when they should receive their fourth quarter subsidy payments.
We've heard from many of you who are awaiting July payments. Unfortunately, we
do not know when you will receive back payments or how many more projects can expect to run short.
Generally, owners will draw upon their reserve for the full voucher amount so they continue to make
mortgage payments (even when the mortgage holder is HUD) and then repay the reserve account when HUD
catches up with the late payments. If your property is within a month of spending down the reserve account, please contact us
so we can seek emergency funding help from HUD headquarters.

Today is the Deadline to Be Included in NPI Update Initial File
In order for providers’ updates to be included in the initial downloadable file of
National Plan and Provider Enumeration System (NPPES) data, providers must have ensured that
these updated were submitted to NPPES no later than today. After July 16, any changes by
providers will be reflected in the subsequent monthly update files.
All of the files (the initial file and the update files) will continue to
be available for download at the same Internet location. The NPI Registry will operate in a real-time environment.
Updates, changes, and deletions will be reflected in the NPI Registry at the same time they are reflected in NPPES, making
the July 16 date insignificant with respect to the data in the NPI Registry.

Your Comments on Draft Form 990 due Sept. 14
The Internal Revenue Service (IRS) is revising the Form 990 for the first time in 25 years,
and we want you to send them your comments on it. The new Form 990 includes a 10-page Core
Form and 15 Schedules triggered by specific responses. AAHSA encourages you to review the

New Surveyor Guidance on Accidents and Supervision
CMS issued an advance copy of the revised surveyor guidance for LTC facilities for the requirement,
Accidents and Supervision, effective Aug. 6. The advance copy consists of a Survey and Certification
Letter announcing the issuance; the Guidance to Surveyors for survey tag F323 and Instructor Training
Guide and a PowerPoint Training presentation

CMS Releases New Survey and Certification Letter on State Agency Communication
The Centers for Medicare and Medicaid Services has issued a new Survey and Certification Letter,
"Communication between State Survey Agencies and State Long-Term Care Ombudsmen." This letter reminds
State Agencies of their responsibility, in accordance with the Social Security Act and the State
Operations Manual for Long-term Care facilities, to maintain communication with the Office of the
State LTC Ombudsman regarding findings of non-compliance and/or adverse actions taken against
